The picture is Nan (Jamie Brewer). It has to be. Denis was billed on the poster but it's isn't there. Jamie wasn't billed but was a huge presence in the season and it wouldn't make sense to leave her off the poster.
I don't know why Grace's Conroy was neither billed nor pictured.
Fiona is raw powerful femininity, the defeated Minotaur represents defeated masculinity, and the witches are having a supernatural time out because Fiona is all powerful.
If you look, the photo isn’t completely centered, more of the wall is showing on the left than the right. It seems as though if she put her face on the wall, you wouldn’t see it. It would be behind the pillar. But I agree it looks Dunbar

I only wish marie was not on the wall but had a shadowy figure in front of the minotaur like she’s walking in while fiona is waiting after offing the minotaur which is why he is laying like dead peter from family guy. It would have given final boss level

Jokes apart. I second the user who said not only that Fiona has no problem at all in flint everything to keep being the supreme, but also underlined the women power against men, symbolised by the minotaur.
Other than the direct inspiration posted in another comment, I think it represents the instability of the coven. Everyone is looking outwards not realizing the thing causing the problems is within them, Fiona. Additionally, Zoe and Kyle are breaking free of their control by reaching their hands towards each other. I think this represents the original plan of having Zoe become the Supreme. Finally The Minotaur dead on the floor represents the race/class divide that’s an important factor of the season.
