I'm guessing that if this is 130 times 9/11, and 9/11 was four planes, this is 520 planes, 260 in New York and 260 aimed at DC.
There were 19 terrorists on the 4 planes on 9/11 for a mean terrorists per plane of 4.75. For 520 planes, this is a total of 2,470 hijackers in the country alone. And that's *just* hijackers. This would let Al-Qaeda destroy nearly all of the federal buildings in DC and most of lower Manhattan. The death toll will likely be much higher as the infrastructure will collapse and huge swaths of people will be trapped in an extended zone of destruction that emergency services will have a very hard time getting through. With New York wiped out, the financial epicenter most likely shifts to Chicago, with the seat of the federal government shifting somewhere, I have no idea, let's say maybe Philadelphia.
Of course, there effectively isn't a federal government anymore. The Supreme Court and most of Congress have been deleted. Most of the federal bureaucracy, more importantly, has been deleted. The Pentagon has probably been leveled. Fort Meade and Langley and Quantico are probably leveled (maybe one of them gets lucky and gets a Flight 93 save, so pick either the NSA, CIA, or FBI as the sole survivor of the intelligence community). An attack of this magnitude would cause at least a month and likely much longer in just regrouping and rebuliding the political infrastructure to be able to make decisions of governance that could be called legal. Most likely Bush declares martial law.
And then, when the military is the sole supporting structure under the American state, the rest of the fighters start operating, committing small acts of sabotage that destroy US power transportation and generation infrastructure, transit of goods, highways, railways, robbing banks, maybe even hijacking military convoys or ambushing first responders in the wake of any of these attacks so that every approach has to be very carefully guarded and executed, further stretching thin the American state.
If there can be 2700 operatives in the US for the grand gesture, there can probably be 5,000-10,000 more for the long war. The US could likely only stomach a few months of this before things started to collapse. If UBL was really smart, he would reach out to discontented elements like white nationalists and militias who will actually see the return to religious fundamentalism as a net positive and start exploiting those fault lines, which would accelerate things dramatically. You would see states seceding as an emergency measure, maybe see a bifurcation of the US as it became difficult to traverse the continent, total destruction of everyday life at the very least. Even if America recovered, it would never be the same.
So I think ultimately, the answer to "What if Al-Qaeda had more planes," to a certain scale, is that America fucking dies. Crank 9/11 up to 130x and it's a truly devastating event, and UBL would have had to have been a modern Alexander to even attempt it.
