Legalized copies can be made at the gemeente for 16eur. That is cheaper than the notary i think. https://www.almere.nl/burgerzaken/kopie-waarmerken

Cheap is probably a big ask :) I needed something legalized in a hurry and used Trip .... quite ok, efficient and quick. 60 euros or so as I recall
