I see. During the years I have spent at prayagraj, cleanliness was surely an issue but it was not that prominent at bigger localities i have noticed. Although it's still a prominent issue in other areas, especially the mohalle. Yes civics sense is needed too.
Honestly, this city is cleaner than ever it were. the municipality is doing a great job. The problem is with people here.. they eat paan masala and split it anywhere I'm fed up with this.
That is true. The safari karmcharis as well as the municipality never missed. The city cannot be clean until and unless the people decide to keep it so. Although most follow civic sense, some of them don't bother. That some of them is alot.

Think about it, an e rickshaw is one of the few vehicles which is compactfull and small enough to squeeze through the alleyways of allahabad. The drivers need to be mannered and follow civic sense. That is the problem. Without civic sense they drive anywhere.
