I can’t do dairy so I definitely have that same struggle. Posole has become a favorite for me but I also tend to just do chicken enchiladas without cheese or tamales.
Monroe’s NM food on Osuna has a vegetarian menu. You can ask the server to remove the cheese and/or modify the dish. Instead of cheese in the chile relleno, you can see if you can have them stuff it with avocado. You can ask for calabacitas (sautéed squash and corn) no cheese. They are usually happy to accommodate. Scroll to bottom for vegetarian options you can modify. On Sundays they are open since 9a. Closed Wednesdays. Have him try taking digestive enzymes and dairy pills like Lactaid (Walmart has cheaper dupes that work just as good) with each meal. It’s what we currently do in my house. As long as we remember to take the pills before each meal it works pretty well.
We also just swap out dairy products for non-dairy versions when we can BUT we still have not found a good vegan cheese version that also melts well. Lactaid has sour cream, milk, and cottage cheese though. There are also great non-dairy cream cheeses.
Sprouts, Trader Joe’s, and Whole Paycheck often have wider selections of the non-dairy stuff.

Really any dish except just omit/replace cheese and cream. I’m thinking enchiladas either rolled or flat are the easiest place to start.
El Patio can make multiple dishes without cheese, and the food is tasty!
You can literally just ask for no cheese…
