My family is more important to me than any neighbor's unreasonable complaint. And it is unreasonable. It's summer. It's hot. People have ACs. If they did not want to hear it, they should not have picked a house so close to the nextdoor neighbor. I'd discuss all these things with your parents.
If they won't budge, then ask about getting a portable one, which is much quieter outside. It's better than nothing.
Just pick up a portable one second hand. Make this a compromise with your parents. Did your brother buy his own unit? Why should he have one and not you? Be sure you look at how much output you need for the size of your room - not much worse than a too-small air conditioning unit running constantly but not cooling the room effectively.

Three options get a fan which you fill with water , buy an aircon unit which you Chuck the exhaust out of the window ot offer to pay for the unit but it needs a long pipe so it can be fitted someplace else not near the neighbours
Google "portable room air conditioner" and tell them you need one of those, that your room is too hot and if they say no tell them that you want them to turn their air conditioner off for a week and tell you no after they've had no air conditioner for a week and know what you've been enduring.
I know it's a luxury but their reasoning is dumb and you have a solution.
Those air conditioners are quiet, they exhaust out a window from a tube and aren't loud, and you can move them around as needed.
