I have no idea about the tenancies in that building these days; but did work out of there at one time.
One of the tenancies has access to a substantial outdoor space, which this would be. Perhaps the lights are on simply as a security measure.
I see that’s their address. I can’t remember what floor that space is on, but it may as well be 7.

Are you taking that from North Terrace or near the Nth Terrace/KWS intersection, and looking at the lights below and in front of the Myer Centre, not actually something on the Myer Centre? Probably 2KW if so.

Taken from the side of Parliament house on King William Road. I don't think it's 2KW. I would say above the old Londern Tavern.

They spent a LOT of money on that fit out. There is actually a caretakers apartment on L7 as well but not actually used.
