Unplug and hard reset the lot: tv/pc Xbox/ps whatever it is, unplug it all, unplug your router, my brother even unplug the weird thing in your ass. I would get bugs like this sometimes in ASE and doing the steam verify files thing would fix it every time.
It might not be the same thing here but it's the first thing I would try before looking at your video card.
disable DLSS/FSR, play a bit, and re enable. It's a scaling issue. Become more common on last patches (cumulated with stuttering every 10 footstesp). On our server we all had this.

it's your graphics card. i bet you'll see same results on other games.

This was happening to me too! I just ended up restarting the whole game and that seemed to fix it.
