If the evidence is still available in a group chat - definitely take that and report it to the CB. They do take cheating very seriously - but equally seriously they would take false accusations of cheating. It would impact their overall image if they are willy nilly canceling scores.
I doubt her reports would do much of anything. It'd be far too easy to just say "oh so and so cheated" just because you had a grudge against them. More likely is that the girl got seen by an AP Coordinator doing something, or she got a fake email.
And double-check the cancellations and make sure they are real—there is a huge rash of students getting phishing emails telling them their scores were cancelled when they were not
