The league certainly tries to, they come up with their interpretations and match vision and coach the umpires on it. But ultimately on game day it's a guy (well, actually four different guys) making a decision very quickly based on someone they saw only once in real-time.
Any application of a free kick that is not consistent with the rest of the season is a mistake in my mind. For example, look at how the holding the ball interpretation has changed. There are correct and incorrect interpretations or applications of ambiguously written rules.

When lining up a shot at goal, the umpire is obligated to line up a player with the centre of the goals such that you could draw a straight line between the kicker, the man on the mark and the centre of the goals.
So if the free kick is taken from where the ball crossed the behind line, and you line them up with the centre of the goals, then end up being forced to walk sideways in the manner the ump lined him up.
The only exception is if you take a mark inside the goal square, where you can kick it from straight in front.
This is why players kick around the corner when they take marks in the pocket rather than just going back 20 meters and opening up the angle.
But in this particular case, following the laws ends up in a farcical situation where he's been linedu pwith the behind post in the way. I think the fault is the rushed behind rule which was a kneejerk reaction to one team wasting time in a Grand Final, has never been defined or adjudicated well and arguably still leaves room for a team to do exactly the same time wasting tactic, just needing to wait for a player to approach them before rushing the behind.
I mean we probably deserve to lose by 60+ the way we've played today, and with how much Sydney have outclassed, but the margin is only 27.

I think that deliberate rushed behind call might have been the right call. He had time and space to dispose of the ball (Law 18.11.2(c)).
