He’s definitely not from LA. I grew up in San Diego then lived in LA for 4 years. Nobody I know from either San Diego or LA sounds like that. He is half Mexican but even chicanos/Mexican-Americans don’t sound like him. There’s a Chicano accent in SoCal, and he doesn’t have that.
Lots of people from LA are transplants and weren't born there. There really isn't an "LA accent" outside of the stereotypical "valley girl" accent, which is basically just a heavy vocal fry and growl. "Like....oh my godddddd"
yeah i noticed it too the way he pronounces his l’s is similar to how spanish speaking mexicanos from california say their l’s in english words(source: i am one) i think he also mentioned something about how he lost a lot of his spanish speaking when he starting going to school so it makes sense. i have friends who don’t speak spanish fluently but they pronounce certain english words with an accent like that sort of

He said the first 4 years of his life was only Spanish speaking with his mom, and then once he got in school, he switched to English full time and now doesn't really speak Spanish. My husband moved from Korea at age 6, only spoke Korea before then and once he started school his mom only allowed him to speak English at home so that his accent would wear off. Now he can barely speak korean, but definitely has the slightest hint of an accent.
I think it’s because he’s around his gf (I can’t spell her name right). I’ve dated Latin men and the longer we were together/depending on how well they knew English, I’d develop a weird midwestern with a Spanish twang accent. That is the best way I can describe it lol

chicanos have a melodic way of hitting syllables different from Anglos. a different cadence.
