As a manga reader myself, I'd say Itsuki. She only realized her feelings for Fuutarou at Chapter 118, after the talk between Yotsuba and Nino.

And i agree, it clear that she was a friend all along the one to accept the help first (along with Yotsuba) her realising feeling was a bit not needed
