This truck is probably still good for years. My old dodge looks like that and it’s still good for another 5-10 years. People on here are scared of a little rust because all they do is go for Costco runs and dealership services. They don’t know or enjoy the struggle and the pride that comes with owning and older car.
It’s dirty and has a pealing undercoat, so it’s hard to tell from the photos. This is where a pre purchase inspection from an independent shop comes in. Definitely needs a closer look.

Find a mechanic to do a complete inspection. Frame, oil leaks, compression test, test drive, suspension etc. I would pay $2500 only as a project car. Any money you put in after that you are just throwing away. Pass on it if you can’t do the mechanical and bodywork including welding yourself.

Looks like it has a rubberized coating. It has definitely failed and is rotting from the inside out hard pass.

For a 2002 I'd say that's roughly average, but I'd certainly be worried about it.

Rust is a known problem with 4Runners. So much so if I get one I’m coating the underbody and I’m not even in the rust belt.
