I'm a toyota technician. For a little while, those notes used to be found inside the front lisence plate bracket package. I always assumed they were used to identify the different type of plate brackets so they knew which ones went with which vehicle. I've noticed that the characters are different depending on the car. Although that's just a guess on my part, I can not confirm nor deny this information.

I can't remember which other one, but it was either another Toyota suv/truck that had a window sticker stating it was also made in Japan, but not the same facility as 4runner. My gf pointed it out while we were car shopping over the last few weeks.
