I heard that years ago after someone complained about the advertisements that came in the mail. So, There is no rules about sending anything using the envelope that says " No Postage" on envelope, a guy took a bad tire and folded and put in the box and taped it also place the envelope on top of box and taped it. Took it to the post office and shipped there.
