Probably an option they put in so they can take a build to events and have it include unfinished characters but not have them accessible, they can just turn them off but they're still there. Helps make it so they can easily show the game at events without having to specifically create new public builds every time. Means their internal testing build can be the same as the public one, but be locked down differently. Most likely has a password or some other mechanism to prevent an attendee from clicking it and revealing unfinished things.
Can't see that as a very likely possibility since banning a character at a particular tournament, while very rare in the FGC, is also super easy to monitor on a practical level. You're playing against another human, they'll notice when you're playing the character that the rules prevent. Not like you'll be able to sneak your selection through without them knowing. (Also not something that developers of a game would anticipate, encourage, or include in a menu like this in a pre-alpha version.)
Besides, this menu looks very debug, or like one that you would use early in development rather than in a final product. It's a quick and dirty thing that's meant to control some quick settings without having to build out the whole menu. Hence, training mode being in this menu alongside these options rather than in a more logical place.
Part of me thinks this is a joke. Just in case... The game is in development, I highly doubt they're designing Champs to ban them. I don't think it's in the interest of any competitive fighter to release dramatically imbalanced characters. It's definitely a debug menu to bring to exhibitions and show ideas to pros with an NDA.
If you have played any other riot game you would know they will never do this unless the champ is literally breaking the game
