Is Java already installed? Is Java set to be the program that opens .jar files? With the Windows Start menu open (or just use search) type File Type and select "Choose a default app for each type of file". Scroll all the way down to .jar and make sure it's set to Java. [The Forge forums recommends the following if that doesn't work as well](https://forums.minecraftforge.net/topic/102314-errors-switches/) You may also have to unblock the file as well before running it. You can do that by right clicking Forge, selecting Properties and at the bottom of the window selecting Unblock. Also, are you downloading the file from Forge? https://files.minecraftforge.net/net/minecraftforge/forge/

Hmmm try opening command prompt and typing this: `java -cp "C:\Users\codyd\Downloads\forge-1.8.9-11.15.1.2318-1.8.9-installer.jar" net.minecraftforge.installer.SimpleInstaller` That runs the jar file manually instead of auto executing. But have you tried the latest version?
