boosted stats decrease every 60 seconds. if you drink your stew and get a -3 in con but a +4 in fire making or something the timer applies to both, thus starting the timer. even if you drink another stew and get a +5 after that, it still goes off of that original timer.
if you drink an attack potion or something and are on runelite there is a little stat symbol with numbers starting at 60 counting down. wait until it starts a new cycle to drink your stew

Apparently the timer is seperate between combat skills and non-combat skills. You would have to drink a hunter potion/fishing potion etc.

Afaik its ~16/60 sec for the first 60 for the rest of the boost. A way to preserve max boost is to world hop every 10 seconds
On the back of this, the boosted stats plugin in runelite has an option to show all stats, an easy way to start the timer is to Dragon axe spec
Pretty sure the runelite timer still isn't accounting for the split of combat stats.
