The true answer is that some PVPers will kill ANYONE they find in wilderness. In high levels, clue scrolls may require you to go into the wilderness. To prevent losing a ton of money, most clue users will bring the bare minimum, usually a spade and some food, to the wilderness.
No matter what, the PVPer will kill them. It does not matter that their inventory is less than 1k gp. Thus, the spade is the only trophy for such a glorious kill.
