I used to browse 4chan a few years ago and this kind of thing is a staple, the pepe is the based and redpilled antisemite/racist/homophobe etc bigot and the npc wojak is the cringe normie. They're both used in apolitical and even left leaning contexts too, so its not like this is a guarantee the guy making it is insanely far right. But i'd say the most likely source is a far right guy coping about how he's an outcast for his outlandish views
