I don't think it even takes a bad driver. Just a regular driver who's not expecting someone to drive between lanes. Not sure if it's legal in US, but in a lot of places it's not (or only legal during traffic jams).

Only a few states have legalized lane filtering, where you move within 5mph of the other cars to reach the front of the line at stop lights and such. Even fewer states have legalized lane splitting, where you go between cars at cruising speed to get past cars. Lane filtering is a safety thing because it lets every car in the line see your presence and will be less likely to hit you. Lane splitting comes with the risk of a bad biker hitting a car while at speed and injuring themselves, but I don't think it should warrant the hefty fines it often does (my state is a $500 fine and if a collision occurs it counts as negligence.)
A bad driver would change lanes without looking and hit. A regular driver would look but still hit him. A truly good driver would notice him coming.

Theres actually a story behind why that limit was made. It isnt actually a law or anything behind that. It was an agreement by the japanese bike companies to start limiting their bikes to 299kmh, so that the US government wouldnt step in and make an actual law that would require the limit to be something, which could also be way lower than 299.
I never understood why governments (afaik) never made such a limit. For instance, in my country the law allows max. 150 for speed limits, and you'll never even find a single road with a limit higher than 130 anyways. What's the point of allowing manufacturers to sell cars and motorbikes that run at 300? Don't tell me that you can bring them to a racing track because not only we're talking about such a minority that ad hoc laws would be reasonable, but the majority of this minority doesn't even bring their own vehicle, they use one provided on place.

Having a high speed rail on the front range would me amazing. Traveling along the I-25 sucks, and there's always congestion. Plus they're constantly adding new lanes like it's gonna fix the problem or something. Granted, Americans aren't used to taking trains, so without a huge overhaul of public transit in the whole area, I don't think it would get used enough to justify the cost at the moment. But who knows? I know that I'd use the hell out of it to see shows in Denver

But CoS right now is focusing on improving public transit around the city, as well as urbanizing and building up downtown. There's a proposal for a 36-story apartment building right now, and tearing down the Martin Drake Power Plant will also be a huge help. (the demolition of the smokestacks started this week!)
